By saying that there was nothing compassionate about leaving kids trapped in flailing, failing public schools. That we were doing those kids no favors by not fixing the broken system. Great rhetoric. Unfortunately not matched by an actual conservative policy challenge with real reforms, one which would break the big government grip on education. Instead, Bush ended up producing a "reform" package working amicably with TED FREAKING KENNEDY, which right there was a flashing red warning sign.
