Boeher Attempts to Capitulate to Reid and Obama; Fails
So, Boehner was attempting to pass a three week "clean" CR to keep Homeland Security funded short-term. Even though this was short-term, it does seem to represent a capitulation; the Democrats demand a clean bill or they themselves will shut the government down, so Boehner and McConnell of course have to capitulate completely to keep The Democrats from shutting down the government.
Boehner tried to do this with only Republican votes; I guess Democrats were told not to vote for it. Boehner has failed -- not enough Republicans were willing to get on their knees and fellate Harry Reid. Oh, hundreds were willing. But not quite enough.DHS funding bill goes down 203-224. I suspect no such leadership exists. Some of the TX delegation in the House, maybe. They've been there long enough to be "establishment" but are Conservative enough to work with the TruCons.
But, mostly, I don't think it exists. The Rockefeller Wing will not accept anything except pure submission from the TEA Party Wing, and the TEA Party Wing seems to be done submitting.

Seems like I read somewhere that if the House amended the senate version of the bill and sent it back, the senate had to vote on it and all it would take was 51 to pass it because the Pederast did away with the filibuster.

Only a small fraction is discretionary, and therefore can be cut. DoD tops the list of discretionary items, although defense was a Constitutionally mandated function of the Federal government, back when we actually gave a shit what the Constitution said.

Look at what a good half or more of the No-voting representatives on the GOP side are saying about this: effectively, that they're hoist on leadership's petard. That they've been good loyal obedient conservatives in happily following Boehner's and McConnell's apparent and very public joint determination to force down Obama on this issue, and now, NOW, McConnell has turned into Chamberlain leading all but 3 in the Senate GOP Caucus into cheering as he holds the paper aloft - and Boehner asked they follow suit.
How in FUCK does a conservative congressman who's been telling his constituents now for months that he's made a one hundred per cent non-negotiable non-returnable not-open-to-discussion-or-compromise commitment to killing Obama's new policy orders to the DHS that, well, things have changed WHEN NOTHING HAS CHANGED and EVERYONE KNOWS IT, and expect to survive being primaried?
What makes it worse is that high informational voters, of the sort the GOP depend on to win elections, have now seen that Congressional Republicans under current leadership is EITHER for: A. pulling down its own pants, lubing itself up, and pointing out exactly where Obama can put it to them, or B. can't pull fully pull down its pants or zip them back up. Who's going to vote for the candidate of the party with its pants permanently down, no far enough to get fully boned, not up enough to get on with governing, but just far enough to befoul itself constantly?
It's not time for new leadership - it's way, way past time.

Yeah, I have no qualms with that. Awards mean nothing today they are given out so frequently to so many. But I'm just saying that obama will never do it for Kyle, no matter what the circumstances.

Actually that is NOT true in the Military, especially the Navy. The Army is a little more liberal with Awards, from what I hear. But from personal experience it is a bitch to get an Award for someone in the Navy very often.

It was a mistake and was created during a crisis, it was not a "small government" move although it was sold as such, and I don't think any of us would defend Bush and the R's on that, or no child left behind, or expanding medicare (part d), or a lot of what he did.

It consisted of the Senate passing a clean bill, sending to the House, and then the House passing with an amendment attached defunding the amnesty. DHS' creation - and the similar nonsensical deck-chair polka with the "Director of National Intelligence" on the intel side - were contemptuously sneered at and opposed by every person with a clue I knew inside the Beltway at the time. Completely ridiculous.
Not a single statutory or formal organizational change was required to prevent more 9/11s (or make them much less likely). Just personnel and policies. Personnel were not changed (ahemm, George out at Langley, are you kidding me? he didn't go?) for the most part. Policies, yes. Especially going on offense (which is unpopular with many people around here who don't seem to understand how the world works).
Congressional goings-on: lots to say about the mechanics, but the key thing here is that the GOP is not making any effort to frame this damn issue accurately - which is to say in a way that is a gigantic political winner (aside from being the right policy, obviously). The Dems and WH are taking national security hostage to protect the president's unconstitutional power grab, which he is making to push the disastrous and unfair policy of amnesty.
If the GOP, with both houses, and hurricane-force political winds at their backs on the issues in question, cannot win this one or force the WH and Dems to risk a horrendous pyrrich "victory", then they literally are useless.
And yes, once again, "shutting down the govt." can be a very effective and entirely positive tool to help focus attention on what is going on, and has historically usually not hampered electoral success in the next cycle (ahemm, last time - plus the dozen+ times it has happened in the last 30 years).

If the bill differ, the Senate *can* vote on the amended House version, subject to filibuster, or they can go to conference. Then the compromise bill will be sent back to the respective chambers and voted on again. That vote is also filibusterable in the Senate.

Most bills and conference reports (compromise bills that come out of Senate/House conferences and are identical, sent back to both chambers) are subject to filibuster in the Senate (i.e., the motion to proceed to the bill, or votes for final passage, have no time limit, and can only get one through passage of cloture, requiring 60 votes).

The fundamental problems are:
1) Unwillingness to use political capital and political leverage, and show political courage to see a strategy through.
2) Conflicted in the agenda to pursue, with too many pro-amnesty Republicans not willing to fight to stop Obama on this.
3) Terrible messaging; there is zero message discipline (especially among RINOs who seem eager to criticize conservative colleagues) and a failure inculcate a narrative that Republicans can support.
Solutions:
1. Man up and grow a pair.
2. Define your agenda HONESTLY and quit trying to fool the rubes that you'll 'stop Obama's agenda' and then not actually do it.
3. Start having real message discipline. Figure out your position and reasoning and STICK TO IT.
