Boeher Attempts to Capitulate to Reid and Obama; Fails

So, Boehner was attempting to pass a three week "clean" CR to keep Homeland Security funded short-term. Even though this was short-term, it does seem to represent a capitulation; the Democrats demand a clean bill or they themselves will shut the government down, so Boehner and McConnell of course have to capitulate completely to keep The Democrats from shutting down the government.

Boehner tried to do this with only Republican votes; I guess Democrats were told not to vote for it.

Boehner has failed -- not enough Republicans were willing to get on their knees and fellate Harry Reid.

Oh, hundreds were willing. But not quite enough.


Catching up a bit now: Boehner could have lost 27 defectors and still passed the bill.

But he lost a full 51 Republicans.

I do not believe Boehner has the confidence to lead his caucus. I think that is becoming more obvious every day.

Losing a 51 votes on a must-have vote shows that there is something wrong with the leadership. Not enough Republicans are following him. They are willing to openly defy him and humiliate him.

It is time for a new leadership which can better lead both wings of the party.

Leadership that does not include Kevin McCarthy.

Update: This defeat comes hours after the DHS will run out of funding authorization, so I guess we'll be having a (very partial) shutdown (limited to nonessential personnel).

Money is fungible even more so with the Federal government. If you think that El JEFe and co wouldn't just fund them through other means, buddy, I have a Gaza Bridge to sell you.

Further, if Obama were to go to court to reverse any GOP funding penalties, he'd probably win.

The basis of the agencies that overstepped their bounds should have their legal basis for existence shredded.

The key is that if any agency doesn't have the legislative basis for existence they wouldn't have any standing in court.

Few people are aware of that fact. The considerable majority of the budget goes on mandatory entitlement spending (thanks, Democrats!) Only a small fraction is discretionary, and therefore can be cut. DoD tops the list of discretionary items, although defense was a Constitutionally mandated function of the Federal government, back when we actually gave a shit what the Constitution said.

What makes it worse is that high informational voters, of the sort the GOP depend on to win elections, have now seen that Congressional Republicans under current leadership is EITHER for: A. pulling down its own pants, lubing itself up, and pointing out exactly where Obama can put it to them, or B. can't pull fully pull down its pants or zip them back up. Who's going to vote for the candidate of the party with its pants permanently down, no far enough to get fully boned, not up enough to get on with governing, but just far enough to befoul itself constantly?

It's not time for new leadership - it's way, way past time.

DHS' creation - and the similar nonsensical deck-chair polka with the "Director of National Intelligence" on the intel side - were contemptuously sneered at and opposed by every person with a clue I knew inside the Beltway at the time. Completely ridiculous.

Not a single statutory or formal organizational change was required to prevent more 9/11s (or make them much less likely). Just personnel and policies. Personnel were not changed (ahemm, George out at Langley, are you kidding me? he didn't go?) for the most part. Policies, yes. Especially going on offense (which is unpopular with many people around here who don't seem to understand how the world works).

Congressional goings-on: lots to say about the mechanics, but the key thing here is that the GOP is not making any effort to frame this damn issue accurately - which is to say in a way that is a gigantic political winner (aside from being the right policy, obviously). The Dems and WH are taking national security hostage to protect the president's unconstitutional power grab, which he is making to push the disastrous and unfair policy of amnesty.

If the GOP, with both houses, and hurricane-force political winds at their backs on the issues in question, cannot win this one or force the WH and Dems to risk a horrendous pyrrich "victory", then they literally are useless.

And yes, once again, "shutting down the govt." can be a very effective and entirely positive tool to help focus attention on what is going on, and has historically usually not hampered electoral success in the next cycle (ahemm, last time - plus the dozen+ times it has happened in the last 30 years).

If the bill differ, the Senate *can* vote on the amended House version, subject to filibuster, or they can go to conference. Then the compromise bill will be sent back to the respective chambers and voted on again. That vote is also filibusterable in the Senate.

The fundamental problems are:
1) Unwillingness to use political capital and political leverage, and show political courage to see a strategy through.
2) Conflicted in the agenda to pursue, with too many pro-amnesty Republicans not willing to fight to stop Obama on this.
3) Terrible messaging; there is zero message discipline (especially among RINOs who seem eager to criticize conservative colleagues) and a failure inculcate a narrative that Republicans can support.

Solutions:
1. Man up and grow a pair.
2. Define your agenda HONESTLY and quit trying to fool the rubes that you'll 'stop Obama's agenda' and then not actually do it.
3. Start having real message discipline. Figure out your position and reasoning and STICK TO IT.
