Mesmerized by the fact that the gunmen got away.
Cops were supposedly posted outside the building - dead.
Other cops showed up in "pushbikes" then realized how heavy the attack was, so fled for more help.
The entire office's staff was present due to their regular meeting.
Why on earth the staff at least - even the management level didn't have guns handy is beyond me. (I know the answer, I just cannot believe it given the threat level.)
This could have been over quickly, but instead, so many died.
It doesn't even enter their minds that a good man carrying a gun would have been the answer to this tragedy.

The French border is pourous and has little control over materials coming from other EU states. The Med is broad and open, with large numbers of illegal immigrants coming from N. Africa.
