CRomnibus Drama: With United Democrat Caucus Threatening to Shut Government Down, GOP Establishment Scrambles for Votes

One irony here, as @noahrothman points out, is that the Democrats are making the same sorts of arguments about a shut-down that Republicans did in 2013 -- that is, that they have to shut the government down to forestall a worse outcome -- and, get this, the media has no problems with this sort of progressive-minded shut-down.

The CRomnibus might wind up failing.

A $1.1 trillion bill to keep the government open appeared to be teetering Thursday after House Democratic Leader Nancy Pelosi (Calif.) announced her opposition and the package narrowly survived a procedural vote.

The House went into recess shortly after 2 p.m. after the debate on the bill had concluded, something that could signal GOP leaders aren't sure they have the votes necessary to pass the bill.

...

Conservative Republicans are balking at the bill, meaning the GOP will need Democratic votes to send it to the Senate.

But liberal Democrats are outraged over language that changes the Wall Street reform law and are demanding that it be stripped from the package.

Pelosi in a floor speech Thursday afternoon harshly criticized the language on Wall Street and a separate provision allowing wealthy political contributors to greatly increase their annual donations to political committees.

"It will not have my support," Pelosi said. "This is a moral hazard. We're being asked to vote for a moral hazard."

Hey remember when the GOP objected to ObamaCare on similar grounds?

Meanwhile, Elizabeth Warren is adopting the Ted Cruz role of leader urging shutdown.

Is the GOP considering pushing the whole debate off, authorizing only a short-term funding bill for the whole of the government?

I don't see how that addresses the concerns of the anti-amnesty stalwarts. Either way, whether long-term or shorter-term, you're still funding amnesty.

The liberals know that he'll cave with just the slightest amount of pressure, so I expect all of the things the liberals hate to be stripped out. 376 "The democrats pull this crap all the time, making a last second demand and last second threat."

The other classic Democratic gambit in such negotiations is to promise votes in future for things that run counter to their own wishes and agenda. Then not actually deliver those votes when the future actually arrives.

They burned Reagan with TEFRA in 1982. Said if he'd raise taxes, they'd cut spending "later". Never happened.

Burned Reagan again in 1986 with Simpson-Mazzoli. Give amnesty and votes to millions of new Democrats, and they'd vote to secure the border "later". Of course "later" never arrived.

Burned Bush The Lesser (as distinct from Bush The Lesser Still) in 1991 by saying that if he'd raise taxes, they'd cut spending "later". You all know the drill by now.

387 "Gas went under $2.70 here in MA. For me, that's like getting a $30/wk raise. Filled up at $2.26 this morning."

Time to remind ourselves here that Obama handpicked a Secretary of Energy who said it was imperative to get gasoline prices up to "European levels", i.e., eight or nine bucks a gallon.

A normal political candidate would have been incinerated by that. High gas prices are one of the worst political toxins that exist. Trying as a matter of policy to deliberately raise gas prices? A third-rail decision.

But of course Obama wasn't a normal candidate. He had a media who had shifted from their normal quiet Democratic bias to outright open propagandizing, and he had GOP opponents who were scared to harshly attack him for fear of being called rayciss. So, America's legions of low information voters never found out about his high gas price plans.

Silly boy. This is how it will be spun. It's the GOP's fault, and Warren is being forced into this by standing on scared Progressive principle. News at 11.

And the gas tax is one big reason why Corbett is an outgoing governor. The first incumbent governor of PA to lose re-election since incumbent governors of PA were allowed to stand for second terms (in 196.

Deliberate gas price increases: politically radioactive issue. Given opponents who are actually willing to *use* that issue and go on the attack.

Corbett had Democratic opponents willing and able to use high gas prices against him.

Whereas Obama had Republican opponents who were terrified of saying anything about him other than "My friendsh, you have nothing to fear from Barack Obama in the White House," and "Candy, can I just say that I agree with the President on this?"

The bank provision is completely ridiculous. If I understand correctly, it keeps investment derivatives within the government insured banking branch of large financial institutions. Dodd-Frank shifts derivatives out of government backed entity into another entity. Assigns risk to the bank, not the taxpayer.

Leadership gives taxpayer money to banks (implicitly) before opposing amnesty.

Since life has been irremediably spoiled for the believer, he has relatively little hesitation about spoiling it for others. This gives him an advantage. He can be unscrupulous under the disguise of idealism. His self-righteousness permits him to convince himself that he is destroying people for their own good.

Perfectly describes the fanatic tools destroying everything as the Goebbels pat themselves on the back because they felt it their duty to unleash volcanic passions, outbreaks of rage, to set masses of people on the march, to organize hatred and despair with ice-cold calculation. - ibid

497 My dream scenario would be if they started with a funding bill that only funded non-controversial parts of government that were running efficiently and well (that is to say, none of it). Then, they should consider each agency, one at a time, define what parts of it should be doing what tasks and what the appropriate level of funding should be for that task, and pass a bill to fund it to that level. I seem to vaguely recall hearing that there were 1600 agencies in the Federal goverment. Instead of passing one 1600 page piece of crap, they should pass 1600 one-page bills and dump 'em on Obama's desk.

At that point, let him decide what he wants to veto -- 'cause if he vetoes something, the agency isn't funded until a replacement bill is passed and hits his desk. If Obama wants to say, "no, I will not sign a bill the directs the DOJ to stop ginning up racial tensions," then the DOJ can send everybody home while congress thinks about that.

The U.S. military had rushed to empty the small jail of prisoners it would no longer be allowed to keep in Afghanistan when the mission for U.S.-led force there ends later this month.

BTW, as a result of the lawsuit, the lawyers got a total of about $1,000,000. The three main clients got about $10,000 each and the rest of the class got coupons, which it isn't clear that anybody actually redeemed.

599 Or let's say they don't declare ALL laws null and void, but rather just ones they "like" in a completely random fashion?

What's the likely result?

----

The difference is this is a law that is directed at them and only them and basically ordering Congress to do something that it has sole Article 1 power over - that is to appropriate money.

Just because one Congress passed such a law for political purposes doesn't mean future congress' have to abide by such a law.

Not saying you can't get political mileage out of it, but for me it is a silly law.

You completely avoided answering the question.

Just because one Congress passed such a law for political purposes doesn't mean future congress' have to abide by such a law.

Can you point to an article of the Constitution where that is stated?

No. Courts have always upheld this.

However, there are practical considerations in doing so wholesale and frequently.

It would tend to turn us into....Venezuela

622 619 -- CBD -- Short answer... no.

The 'leadership', from one session of Congress, to the next, may choose to re-visit a bill (or an issue), but 'binding'..? No.

Posted by: CPT. Charles at December 11, 2014 06:28 PM (/mTq0)

623 CharlieBrown'sDildo: "It's an interesting question. Can one congress bind the next congress to pass a bill?"

No.

They can't pass a law that says, "Yo, Next Congress, we just passed a law that says you must pass a bill that this session wants you to pass in your session."

The bills passed in one session are law (if signed by Executive) and the Law of the Land until a) The Judicial rules it Unconstitutional or b) a subsequent Legislative session writes new law to override that which already exists.

Boehner isn't even good at being a RINO. why wouldn't he just pass a short cr until february with Dem support? It really boggles the mind.

I don't mind a shutdown but it needs to have a message and purpose not "I cant control these crazy right wingers".

they have to pass a cr minus amnesty tonight. The script is already written for the morning bozos.
