The CrOmnibus Is Upon Us
The incoming GOP leadership and the outgoing zombie Senate leadership have finally found something to agree on...spending your money. Lots and lots of it.
Dubbed the “cromnibus,” the package includes 11 appropriations bills to fund most of the government through September 2015, and tacks on a continuing resolution to fund the Department of Homeland Security through February 27. ... The funding bill would force the Environmental Protection Agency (EPA) to withdraw a rule that outlined numerous exemptions to the Clean Water Act for farmers. Republicans and agricultural groups complained that it appeared to outlaw scores of other common practices that were previously allowed. The GOP also attached a rider that would restrict the listing of the sage grouse as an endangered species because Republicans argue that would prevent oil-drilling projects. Taking aim at school nutrition standards championed by first lady Michelle Obama, the spending package includes a provision that provides flexibility to schools to implement some of the standards and to ease some of the new sodium guidelines. A number of other contentious riders didn’t make the cut, such as restrictions on President Obama’s proposed regulations to reduce power plants’ carbon emissions.Oh and the GOP successfully fought to modify DC's pot legalization plan. So there's that. I know you're tired of hearing from me about the GOP caved and is doing everything they can to avoid living up to the promises they won on six short weeks ago. So I'll let John Hayward do it for me.

They suggest that the timing, with the Senate not expected to take a crack at the bill until Thursday or later, makes it difficult to launch a major fight. “It cuts against us,” one Republican Senate aide said. “Leadership has played its hand very well.”" Why any of these leadership strategists think voters will reward them in 2016 after they (a) give the country away to Emperor Obama and his new imported class of super-citizens, and (b) allow the defeated minority party to effectively run Washington for a year, remains a mystery. Presumably they think their own base really isn’t all that serious about the rule of law and U.S. citizenship – it’s a bout of intense anger that will pass, perhaps aided by some idle speculation about all the wonderful things a Republican president can do with Obama’s imperial powers. The same leadership geniuses will sit in shock, mouths flapping helplessly like beached fish gasping for air, when the Beltway media complex instantly strips Obama’s Republican successor of those powers before his first hundred days are over. When they lose their majority to Democrats, they’ll sob and beg the new masters of Congress to remember how well Republicans treated the decimated Democrat Party in 2014… while the Democrats ruthlessly set about marginalizing Republicans, stripping them of power, and throwing their wadded-up budget proposals right back in their tear-streaked faces.I've pushed the limits of what I can quote to entice you to read the whole thing, so just go read it. One thing I'd say to John is the problem isn't simply that the GOP leadership is playing their hand poorly, it's that they don't define "winning" in the same way the people who vote for them do. Boehner and the rest WANT amnesty. They just want some credit for it. They WANT more spending so getting the Democrats to shoulder the load of passing it helps them. If they passed a short term CR there would be pressure on the them to use their majority to cut spending and they can't have that. The GOP leadership isn't stupid. They understand the results of November's elections weren't an endorsement of pushing back too hard on Obama, they were proof that the GOP can do anything and win as long as they say the right things. Until that calculus changes, nothing else will.

The point is that you can only work your will when you have the votes (see Consequences, Elections thereof). They don't have the votes to pass what we'd all like to see - which is Congress not spending metric fucktons of money on bullshit.
They will have the votes on January 21. Also, on January 21 recission becomes an option, whereas it isn't now. So, again, if they're still doing this shit in February, then be worried.

I remember the US National Debt when it was a small child of $10 Trillion dollars. In my tiny, yet very nice South Korean apartment, I surfed to Hot Aur and read that the debt had just hit $10 Trillion dollars - US dollars!!
"They're going to have to add a new digit to the debt clock," I remember thinking.
I wasn't aware of the debt again until I came back to Canada, took a quick look and it was suddenly $12.5 Trillion!! I was alarmed because $10 Trillion was passed such a short time ago.
By $13.5 Trillion, I determined to protect myself.
I showed my brother and nephew the US Debt clock at 'Debt to GDP' crossed 100% for the first time, telling them that nothing good ever happens to a country after reaching that level.
And I even wrote down in my daily journal as the debt moved from $14 Trillion to $15 Trillion - every $100 Billion or so, I'd mark the date and the current debt level and then the new 'Debt to GDP' numbers.
Oh how I watch it grow in just about a year. It was quite terrifying. Numbers would occasionally be adjusted causing huge jumps. And I'd realize that this is actual money the United States owes people, banks and other institutions.
And just last week, it hit $18 Trillion dollars. And still growing.
And just a month after an amazing night, when the small part of me that, in a childlike manner, hopes grown-ups will finally take charge, because the world needs a strong United States, another turd sandwich is served up because no one wants anyone else to get too upset.
Just beautiful....
And let's not even talk about the OTHER $115 Trillion in UNFUNDED Liabilities.

Recissionspassed in the next Congress can be vetoed, without much chance of being over-ridden, and zero chance of "shutting down" the govt. (since it will already be funded through Sept. 2015). A CR passed now that goes only until March allows the new Congress to send Obama new appropriations bills reflecting, I don't know, different approaches to governing the country?
He vetoes those, then specific segments of guvamint go to reduced operations. Hmmm. We might even pass, you know, such bills in an order that is substantively and politically popular. DOD first, and so on.

Then you return with a *lesser* CR through February.
The Dems reject *that*.
Then you return with another, lesser, CR through March.
If the gov't "shuts down" (for whatever that's worth), then Republicans (if they had the balls to do so) could easily defend themselves to the media by saying "Hey, we're working our hardest, here. Maybe the Democrats in the Senate could meet us half way?"
The Republicans just *shellacked* the Democrats. That's worth some negotiating position, even before the new congress has been sat.
Instead, they pre-cave (yet again). And we're supposed to believe that in September of 2015 they'll suddenly find their balls and cut spending.

Like I said yesterday, this is obvious from the fact that the House leadership set up the existing CR to expire during the lame duck session rather than at the end of January.
Because if they had to provide funding after they gained control of both houses, they wouldn't be able to use their favorite excuse: "The democrats won't let us!"
The GOP leadership has access to a calendar. They knew what they were doing when they set up the end date of the old CR.

If every "shut down" is a disaster for the GOP, and must be avoided, then all the WH/Dems have to do is hold their breath and cause a"shut down" to achieve anything they want. That is, the GOP effectively ceases to exist, there is no opposition. If a WH (any WH) can merely orchestrate a "shut down" to get what it wants, Congress is, effectively, abolished.
Of course passing a CR through Sept. 2015 also effectively cedes control of the govt. to the congressional minority and the WH.

Nonsense. I don't need any excuses. As Sean Bannion has pointed out repeatedly nothing has changed in the composition of the Congress since before the election. Harry Reid still controls a Dem majority Senate and no, I do not believe anymore than you do that the House could just tell him to sign a complete short term CR that would fund the government in total through January.
Reid would have said no and then we would have had a shutdown. Those were the options no matter what you want to believe. Negotiate a compromise or shutdown. If you had preferred a shutdown right now then and think that somehow the Republicans would have won, please show your work. You don't get to just state it as fact.
Not mentioned in the post or anywhere here in the comments is the fact that there were some interesting cuts like $350+ million for the IRS, cuts to pension law for the first time in over 40 years, etc.. Not everything but again, in a compromise you get what you can.
Also not mentioned is that HHS, the agency that controls immigration, if funded only through February and not until next September. This will allow the new Congress with a Republican Senate to have the fight and the Dems will have very little leverage save for Obama's signature.
Would I have liked to see bigger cuts? Sure. But in a divided government with an opposition that is committed to scorched earth (see the Dem Senate torture report) you get what you can and go back for more or shutdown the government and wait for the magic solution that I'm sure you will tell me about.

What Boehner did was instead of giving Obama a clean debt ceiling increase, attached several strings to the money. First of all it makes some changes in the budgets but most importantly it does just the OPPOSITE in immigration than what the so-called "conservative" media is reporting.
This bill cuts off funding for DHS in February, a couple of weeks after the new Republican Senate is seated. This means that Obama's amnesty program is stopped dead in its tracks as soon as the Republicans have both houses of Congress. This bill is not an endorsement of Obama's program, it is exactly the opposite. It programs in a hard stop to that program in February. Boehner kicked the can down the road by about 4 weeks of Congressional working weeks. He decided not to engage in a budget fight over Christmas that he can not win with a Democrat Senate. That was a SMART move. He also managed to put the electrodes to the nuts of DHS with a timer set to go off in February.

You don't have to have worked in Congress for years and be intimately familiar with the mechanics and politics of appropriations to recognize that the last 4 years of CRs and the revealing abortive 2013 shut-down episode were absolutely a conscious and deliberate GOP move to take themselves out of the process.
Drew and others have documented many other examples, but you only have to have seen the appropriations approach continued since 2010 to know the GOP has not, fundamentally, been serious about affecting the outcome on the Hill.

The new Congress seated in January will take up the FY 2016 budget that takes effect October 1. THAT budget is where they will start cutting Obamacare. They will likely do that by cutting a couple of items that will get enough Democrat support to avoid a filibuster but at the same time basically gut the law. They will likely do two things: First, eliminate the individual mandate. Second, they will either eliminate the employer mandate or push the requirement to only employees working 40 or more hours per week rather than the current 30 or more house that have caused so many Americans to have their hours cut at work.
But in any case, what is going on with the so-called "conservative" media is that they are trying to portray this as some "betrayal" by the Congress that the people elected in November when that Congress has not yet actually been seated. There is a coordinated propaganda messaging campaign going on to get people upset at that Congress before it is even seated. They do NOT want that Congress to succeed. It is imperative that they keep conservative enthusiasm for Republicans suppressed. The so-called "conservative" media makes its money on discontent. So they have to keep the level of discontent as high as possible. That means doing things like running idiots for office that get Democrats elected. They tried a repeat of their 2010 tactics in 2014. In 2010 they managed to get three Democrats elected to the Senate that should have gone Republican. In 2014 they trot out Bevin, McDaniel, Brannon, Wolf. All of these candidates lost (thankfully). Having lost all opportunities to sabotage potential Republican success by getting some Democrats elected, you see idiots like Mark Levin suddenly jump in to the Louisiana election and endorsing Maness in a last ditch effort to rescue Landrieu by at least possibly giving her another shot with a runoff. That failed, too. Had Levin instead said "Don't vote for Maness, it's a waste of time and just gives Landrieu a second shot at keeping her seat and besides, Maness has exactly zero chance of getting in the runoff", then it is possible there wouldn't have been a runoff. Maness ended up draining enough votes from Cassidy (about 14 points) to force a runoff.
I call them "so-called conservatives" because they aren't really conservative. They will PRETEND to be conservatives if it will get a Democrat elected by attacking the Republican from the right and ratchet up the discontent that they make their money from. What they are is capitalists and their trade is in discontent.

As a broad guess, speculators in oil are the first to pull their money out. Not villifying, I just mean that people who have excess funds that they're trying to get returns on somewhere fall in this group. They're doing this for some reason and that reason (whether they're spooked by what they see in other economic numbers or that they've gotten overleveraged somewhere along the way and need to correct that) tends to correlate to similar activity (pulling money out) of other things that people consider investments in fairly short order.
If they're already out the answer is simpler...oil prices dropping due to less demand tends to mean there are less oil consuming activities taking place one notable being commerce (transportation) which eventually will lead to recognition that stocks are wildly overvalued.

The lack of demand for oil is driving the price down. Lack of demand usually means economies are grinding to a halt. OPEC is pumping more to try and get Europe going believe it or not. And to make fracking too expensive.
I love paying less at the pump but it does mean the world economy is going down

Yeah oil bubbles usually go hand in hand with another bubble. In 2000 it was tech, in 2008 it was r/e. In 2015....student loans...maybe. Although student loans are backed by the govt for the most part so it won't be a full collapse like tech or r/e.

We see this in the private sector as well. A variety of industry groups have indicated that only 10% of college graduates are ready for the work place. What? That is ridiculous. There may be a lot of problems with the education system in America today but for industry to claim that only 10% of college graduates are ready for the work force is absurd.
Industry actually wants the education system to provide job-specific training. They are merely attempting to push their internal training costs onto the public education system. The country's community colleges have been quite happy to tax their districts for the equipment to provide job-specific training for industry.
The same industry leaders complaining about the cost of not destroying the environment are quite happy to to have the public education system replace their internal training infrastructure and at the same time to receive tax breaks for new workers hired.

The proper spelling is frac'ed. "Fracked" is a leftist concoction, like "Amerika".
Frac'ed wells in production are quite profitable at this level. A slowdown in drilling is the normal reaction to lower prices. About 70% of wells that would need to be frac'ed are still profitable at this level.
The last oil price reduction went to 40 a barrel. The slowdown in drilling lasted about a year. Any oil in the ground will simply be produced later at a higher profit, it's money in the bank.
Everyone needs to relax, this is nothing new.

The problem is not a domestic one, though, or that the "price per barrel is too low." The problem is that Russia, China, Venezuela, and several ME countries rely on that revenue to the extent that any serious disruption for more than just a few months will seriously harm their economies.
And with Russia as belligerent as they are, with China needing to kill off some excess population (and to reassert political control of Asia that they've lost in recent decades), and with the ME in perpetual crisis, I wouldn't be surprised to see some major conflicts erupt.
Maybe not WWIII, but pretty massive fighting.

The Syrian civil war is already huge (250k dead at least). All I see on the horizon are continued asymmetrical sorts of conflicts- Putin arming Russian thugs in places like Ukraine and Kazakhstan. Iran arming Hezbollah against Israel, Houthis in Yemen against the Saudis, and bolstering Assad. This is kind of par for the course. Even an unlikely India vs China War would be small scale since it will be fought on 20,000 ft. mountaintops. North and South Korea is basically a frozen conflict due to SK's massive superiority.
China and Taiwan are unlikely to fight due to their economic relations and the fact that Taiwan's navy could prevent landings.

But that misses the larger point. It's not about blame anymore its about winning the fight. If you think that nothing would have happened until the new Congress was seated and we would have just rolled along with the government shutdown, I disagree. I see that the pressure for many sources would force a compromise which we probably would have lost anyway if history is any guide.
In any case, I doubt many people have actually even read the bill and know whats in it. Again, nowhere in the post or in the comments did I see any mention of the fact that HHS is only funded until the end of February and this is the agency that controls ill immigration. There will be a fight over this in the new Congress when we have both Houses and yes, I think that puts us in a much stronger position to fight Obama's amnesty.

Now the R has to get TWO votes for every one lost. For even more impact volunteer for D GOTV efforts. The Department of Treasury is seeking to order survival kits for all of its employees who oversee the federal banking system, according to a new solicitation.
The emergency supplies would be for every employee at the Office of the Comptroller of the Currency (OCC), which conducts on-site reviews of banks throughout the country. The survival kit includes everything from water purification tablets to solar blankets.
The government is willing to spend up to $200,000 on the kits, according to the solicitation released on Dec. 4.
The survival kits must come in a fanny-pack or backpack that can fit all of the items, including a 33-piece personal first aid kit with "decongestant tablets," a variety of bandages, and medicines.
The kits must also include a "reusable solar blanket" 52 by 84 inches long, a 2,400-calorie food bar, "50 water purification tablets," a "dust mask," "one-size fits all poncho with hood," a rechargeable lantern with built-in radio, and an "Air-Aid emergency mask" for protection against airborne viruses.
Survival kits will be delivered to every major bank in the United States including Bank of America, American Express Bank, BMO Financial Corp., Capitol One Financial Corporation, Citigroup, Inc., JPMorgan Chase & Company, and Wells Fargo.

I asked them how this came about and he said when he started after college giving out gifts to clients every path he took he ran into problems. Against corporate policy, booze to an AA member, etc...
His little girl wanted to start baking cookies so he began giving them out during the holidays. They were a huge hit. His little girl is in her late twenties now. Don't know if she is still baking or as a stable of undocumented dreamers latched up in the backyard.

I was midly encouraged by the coverage on sportscenter yesterday or the day before-apparently LeBron James had worn something with the phrase 'I can't breath' on it. In interviews afterwards he was pretty emphatic in saying that it was a show of support to Garner's family just to acknowledge that this was something that just shouldn't have happened.
The encouraging part was the next guy, who I guess was a teammate (but wasn't James, so I have no idea) who made the point that this wasn't a white-black issue, it was a citizen-government issue.

This might be a good time to introduce an oil import tax in order to insulate the United States from fluctuations in the world oil market and keep the US oil industry from being destroyed by a deliberate policy by Saudi Arabia. My personal recommendation would be a NAFTA oil tax where the US, Canada and Mexico agree to tax oil imports from outside of NAFTA but oil crossing borders within NAFTA is untaxed. Revenue from the oil import tax could be committed to paying for the cost of NAFTA country citizens living in other NAFTA countries.
As a byproduct, world oil prices would drop even lower which would put the screws to Russia and Iran.

Maybe you're unaware of this, but banks are effectively insolvent from the first loan they make or paycheck paid. Now it doesn't matter as a new bank doesn't tend to see all its depositers flee at once. But the only way a bank gets better is by making performing loans, and only after many of those have been made and paid off is it above water.
It goes back to the old schoolhouse rock video about banks multiplying money. They loan, someone else spends, and someone else banks the cash ofr their product and the process repeats. And eventually for every physical dollar there's 30 or 40 (or more) moving around the actual economy. The downside is that now 30 or 40 (or more) people all think they own that particular dollar (because their bank statement says so), and if more than one of them wants the physical dollar for their wallet, then different dollars have to be given out (and the 30 or 40 people who think they own those now don't even have the one to argue over).
None of this is a problem as long as the people wanting money back are smaller in size than the bank's cash on hand. But for the bank to increase its cash on hand, it has to make up for its overhead and interest on deposits by making more loans which increases the 30 or 40 to 50 or 60 and so on. If the bank can't do that, it's screwed, and when people figure out that the bank is screwed they try to get their money out while there's still some to get.
And appropos of nothing I'll point out that there was a story going around earlier in the week that commercial banks are looking to impose fees on their depositers because they've run out of investment options. What would you do if a bank tried to charge you for holding your money? What would you expect everyone else to do?
