If it's "discretionary," it has to be re-appropriated every budget. So not passing any funding for it would stop it cold. If it's "mandatory" then it would automatically have funds appropriated equal to whatever they spent last year + x%. I actually agree that exempting employer provided health insurance is dumb -- especially since I always had to buy mine with after-tax money.
I agree with Gruber that this is a dumb economic policy. I agree that health insurance shouldn't be tied to your job. It should be an open market like car insurance. Car repair is not perfectly price-transparent, but it's a hell of a lot more so than medicine. A good transmission shop WILL quote you a price over the phone in advance of the work. And you have legal recourse if it's radically more than the estimate provided. If the government stuck its tentacles and snout and foul breath into auto repair to the same degree it has health care, then every time you needed an ordinary brake job or oil change, you'd be filing an insurance claim for four figures and worrying about the deductible. No, and as I've said repeatedly I would support a forcing Obama to sign a budget that zero's out money for his EO. Times change and so do circumstances. We now have all of Congress and just as importantly public opinion in our camp. We had neither of those last time. But the idea that the 2013 shutdown did not hurt Republicans is just not true. And worse, there was no way we were ever going to win. Reid has sat on over 350 bills from the House, he rammed through Obamacare using bribes and threats. There was no way in hell either he or Obama was going to agree to defund Obamacare. And the public, which had largely been sheltered from Obamacare up to that point didn't want the shutdown. I want to see them use every tool they have short of impeachment this time to stop this EO. Bad was media saying mean things about Repubs. LIVs being vaguely upset Repubs weren't "getting things done". My best guess, for what its worth (which ain't much) is that they will do a lot of delaying actions, avoid controversy, and be fairly quiet until 2016 (like the Democrats largely did from 2006-2008 ). So don't expect anything impressive, significant, or that could be portrayed as divisive from the GOP for 2 years of power. They're looking forward to the next election as they always have. The problem with this approach is that there's ALWAYS another election just around the corner, so you end up like a baseball team that's "rebuilding" every year and never gets anywhere. The last two major government shutdowns, the press was unable to really portray the GOP as monsters. From what I've read by insiders, by the time congress caved in 96 Clinton was about to surrender, and even with the coverage of sad park rangers, the damage wasn't nearly as significant as the impeachment hearings turning Bill Clinton into the underdog.

There maybe something to that. Obamacare was such an unmitigated disaster it changed fortunes almost overnight so the pain was short-lived anyway. Honestly, I think most LIV's don't have a clue what the shutdown was all about. All they heard everyday from the msm is that the Republicans shutdown the government and were killing park rangers or other crazy stuff. And you were never going to get politicians who were just starting their campaigns to hold out for a cause they had no chance of winning. I'm not against pushing things to the brink if we have a chance to win. This time I think we have a chance and I support it. Different time, different circumstances. Well, yes, but the DHS directive is really aimed at people already here. It's a "humanitarian" move. So even if their main point is to allow more illegal immigration (not likely, really, considering where it would be coming from), you're never going to get anyone in charge to stand against it. Truth is, so do I. Why should my health insurance be any different than my auto or life insurance? The whole institution of employer provided health insurance came about originally as a way get around government mandated wage controls anyway, so getting rid of it is good on two counts.
