Gupta has a segment on CNN about Dementia Village, aka De Hogeweyk or Hogewey, which is a gated model village setting in Weesp, in The Netherlands. It's pretty cool. An enclosed community, with a grocery store, post office, etc on acres of land, but it is enclosed, so that the people living there can move around "freely" but never get lost. 24/7 care by dementia trained staff. All of the squishyness shouldn't be injected into this case, but again, it happened before. I thought they had a number of cases of "proof" that this was how the law was intended, as a strong-armed tactic to force states to comply.
