Despite What You May Have Read In The Papers, The Iraq War Was Not About An Active Weapons Program

The NYTimes has published a particularly despicable piece on the Iraq War. Here's the link, if you must. Now, let me start by saying there are parts of this piece that are noteworthy, and those parts recount acts of valor and duty by U.S. service members. That's not the despicable part. The despicable part is how the NYTimes writers have twisted what happened to these service members to their own end of rewriting the Iraq War.

According to the NYTimes, chemical weapons of mass destruction were indeed found in Iraq during the war, as has been a simmering, off-again-on-again open secret. But the NYTimes says these were not the chemical WMD that President Bush said would be found:

The United States had gone to war declaring it must destroy an active weapons of mass destruction program. Instead, American troops gradually found and ultimately suffered from the remnants of long-abandoned programs, built in close collaboration with the West.

The New York Times found 17 American service members and seven Iraqi police officers who were exposed to nerve or mustard agents after 2003. American officials said that the actual tally of exposed troops was slightly higher, but that the government’s official count was classified.

The secrecy fit a pattern. Since the outset of the war, the scale of the United States’ encounters with chemical weapons in Iraq was neither publicly shared nor widely circulated within the military. These encounters carry worrisome implications now that the Islamic State, a Qaeda splinter group, controls much of the territory where the weapons were found.

The first sentence is an absolute lie, uttered at Bush 43's expense, and made to justify the terrifying conclusion, laid at Obama's feet, in the last sentence.

This NYTimes piece has an overarching political goal: to cement forever the lie that the Iraq War was directed solely at stopping an active weapons of mass destruction program in Iraq. As we know, the military never found an active weapons program, which makes this a particularly compelling slander.

Well, okay. Let us say that it is compelling for anyone stupid enough to believe it, which, shockingly, includes far too many people who actually lived through the event and have conveniently forgotten now. I am flabbergasted at the number of people who immediately repeated this lie on Twitter who I know were alive and well and watching the run-up to the Iraq War, just like me.

So let me remind you about the actual casus belli for the Iraq War.

In 2002, Saddam Hussein was doing everything he could to foil the UN weapons inspections teams about his existing weapons caches (the ones the NYTimes just "found" in its hit piece). You might recall, the U.S. was enforcing no-fly zones over Iraq at the time and attempting to ensure that Hussein remained disarmed. Hussein, for his part, was attempting to obscure both what he was capable of doing and what WMD, particularly biological and nuclear, remained to him. He was well-known, of course, for using chemical weapons against his own people and against the Iranians. Of particular concern going forward were his nuclear plans and the possibility that he would sell or give weapons to terrorists with Western ambitions.

On September 12, 2002, Bush went to the UN to plead with the useless world body to actually enforce sanctions and impose thorough weapons inspections. Nowhere in his speech will you find a claim that Hussein had an "active weapons program," as the NYTimes writers would now have you believe. Rather Bush talked about finding Hussein's old weapons and deterring his hope to once again restart his weapons programs:

United Nations inspections also reveal that Iraq likely maintains stockpiles of VX, mustard, and other chemical agents, and that the regime is rebuilding and expanding facilities capable of producing chemical weapons.

And in 1995 — after four years of deception — Iraq finally admitted it had a crash nuclear weapons program prior to the Gulf War. We know now, were it not for that war, the regime in Iraq would likely have possessed a nuclear weapon no later than 1993.

Today, Iraq continues to withhold important information about its unclear program — weapons design, procurement logs, experiment data, an accounting of nuclear materials, and documentation of foreign assistance. Iraq employs capable nuclear scientists and technicians. It retains physical infrastructure needed to build a nuclear weapon. Iraq has made several attempts to buy high-strength aluminum tubes used to enrich uranium for a nuclear weapon. Should Iraq acquire fissile material, it would be able to build a nuclear weapon within a year. And Iraq's state-controlled media has reported numerous meetings between Saddam Hussein and his nuclear scientists, leaving little doubt about his continued appetite for these weapons.

Later, Bush gave one of the speeches he will no doubt be long remembered for, the "Axis of Evil" State of the Union speech, in which he again noted Iraq's old weapons. Note well: He didn't accuse Iraq of having an active weapons program.

Iraq continues to flaunt its hostility toward America and to support terror. The Iraqi regime has plotted to develop anthrax, and nerve gas, and nuclear weapons for over a decade. This is a regime that has already used poison gas to murder thousands of its own citizens -- leaving the bodies of mothers huddled over their dead children. This is a regime that agreed to international inspections -- then kicked out the inspectors. This is a regime that has something to hide from the civilized world.

States like [Iran, Iraq, and North Korea], and their terrorist allies, constitute an axis of evil, arming to threaten the peace of the world. By seeking weapons of mass destruction, these regimes pose a grave and growing danger. They could provide these arms to terrorists, giving them the means to match their hatred. They could attack our allies or attempt to blackmail the United States. In any of these cases, the price of indifference would be catastrophic.

So we see that by 2002, Bush is raising over and again the same concern about Hussein's Iraq: that it had weapons of mass destruction and it had the ambition to use them and it had a desire to foil attempts to destroy them and it had terrorist allies willing to use them.

Let me emphasize what is not present, if that's possible, in either of these speeches: the claim that Hussein had an active weapons of mass destruction program. That is not in there and, please, click through and check my math. It simply wasn't the basis of the case for war that Bush made to the American public.

The next major speech in Bush 43's run-up to war would be his ultimatum speech on March 17, 2003. This was Hussein's last chance to alter course. Bush 43 put Hussein, our coalition partners, and the American public on notice that enough was enough.

But, and this is important, an active weapons program made up no part of Bush 43's ultimatum. It wasn't active development of WMD that drove the U.S. to war. Rather, it was the same problems Bush 43 had identified the previous year: old weapons, the demonstrated ambition to develop new ones as soon as our backs were turned, and the possibility that Hussein could pass them to terrorists with Western aims:

Over the years, U.N. weapon inspectors have been threatened by Iraqi officials, electronically bugged, and systematically deceived. Peaceful efforts to disarm the Iraqi regime have failed again and again -- because we are not dealing with peaceful men.

Intelligence gathered by this and other governments leaves no doubt that the Iraq regime continues to possess and conceal some of the most lethal weapons ever devised. This regime has already used weapons of mass destruction against Iraq's neighbors and against Iraq's people.

The regime has a history of reckless aggression in the Middle East. It has a deep hatred of America and our friends. And it has aided, trained and harbored terrorists, including operatives of al Qaeda.

The danger is clear: using chemical, biological or, one day, nuclear weapons, obtained with the help of Iraq, the terrorists could fulfill their stated ambitions and kill thousands or hundreds of thousands of innocent people in our country, or any other.

So you find again—and I'm sorry for repeating this so many times, but it seems that it has been forgotten—the three themes of Bush's war plea: Iraqi resistance to disarmament, Iraqi ambition to arm once more, and terrorists. Those were the casus belli for the Iraq War. Not solely an active weapons program, as the NYTimes would have you believe.

Progressives deeply invested in the lie during the Bush years that no WMD were found in Iraq. Bush gave many reasons for the war, but progressives seized on just the presence of WMD and then pretended it was the only reason for war. We've known they've been wrong about the lack of WMD for many years now. But, upon the chance that ISIL will find and use any remnants of WMD, however, progressives have had to modify their story even more.

Now, progressives have finally admitted that Hussein's stockpiled weapons were found during the Iraq War, but claim these were not the weapons Bush said would be found. This is just one more lie. And they've compounded it with another lie: that the sole reason for the Iraq War was an active weapons program.

As I have demonstrated from Bush's own contemporaneous words, an active weapons program was not the sole reason for war. In fact, an active weapons program was not even mentioned in the multiple speeches Bush delivered to the American public and to an international audience.

Do not let the NYTimes get away with its false history of the Iraq War. The war was not made solely based on claims of an active Iraqi weapons program. It was made because, as President Bush explained repeatedly to the American public: Saddam Hussein possessed old weapons of mass destruction, desired to evade inspections so as to keep them, hoped to restart his weapons programs in the future, and could pass weapons to terrorist groups with ambitions to harm the West.

11 Gabe, also note that the NYT was notoriously unprofessional - oh hell, just stupid and tendentious - in their repeated use of the mythical rationales of an "imminent threat" from Iraq. I believe they had to correct that - i.e, admit that in fact that concept was NOT an administration rationale - four separate times. Inexcusable to do it even once, if you're intelligent and/or serious.

But Gabe, please note - and this strengthens your point and reinforces the overall rationale for the regime removal - that in fact the most significant Iraqi WMD stocks remain unaccounted for to this day. The VX. Don't believe we ever were able to confidently document what happened to it.

The Duelffer Report, which nobody has read and everyone should read, nicely documents how Iraq was poised to resume/expand its key WMD programs once sanctions were lifted - an eventuality that was very probable, and likely not far off.

Iraq was (accurately) portrayed as apre-emptive war against an existing enemy with a uniquely dangerous record of reckless aggression, the ample potential for serious WMD development, and the clear propensity for collaboration with non-state terror outfits. In the post-9/11 world, this was an intolerable (and un-containable) threat, and was prudently taken out.

Many will recall the letter Sec. Baker handed to Tariq Aziz in Geneva in January '91, the last act of "diplomacy" before the Gulf War. The letter Aziz handed back after reading, saying it was inappropriate for a head of state. Some will know that it was a pretty amazing document, probably the only one that ever explicitly (if euphemistically) threatened nuclear attack on another state. Those who know this will think that the "red line" for which the US "reserved the right to respond with all means at its disposal" was the use of WMD on Coalition forces.

Well there were two other red line items. One was destruction of Kuwaiti oil infrastructure. Another was Iraqi involvement in terrorism against the Coalition anywhere on the globe.

Ahemm. Everyone knows what happened with Kuwaiti oil wells. But aside from flouting that "red line", Iraq attempted to use WMD (CW) on the coalition (but failed, probably). AND Iraq was involved in anti-Coalition terrorism, most notably in an airliner plot in the Pacific.

So just ponder that for a second. The only nation ever to be explicitly warned they could be nuked for doing A, B, or C went out and did A, B, and C - with gusto, and without hesitation.

Saddam's Iraq was - easily - the most aggressive, most dangerously recklessregime the world has seen since the Axis was destroyed. It wasn't just one of the most blood-soaked genocidal tyrannies in modern history.

Well, and as a few sane voices said at the time, for Saddam to openly admit that he had no significant quantities of WMD (or for him to allow external inspectors who would state the same) meant the end of his regime at the hands of dissident blocs internally and Iran externally.

The pretense of WMD was the mortar holding together the bricks of Saddam's ramshackle state, beset both within and without. Of course he maintained the imposture of having WMD to and beyond the last second. Wouldn't you?

I do not personally recall the verbiage of "active weapons program", but I do very vividly and specifically recall the horribly clunky Bushian coinage "weapons of mass destruction related program activities". Delivered in hushed undertones as though it were some shocking revelation.

Holy cow, how many fingers were in that pie? Get me rewrite!

The instant I heard that, I buried my face in my palms and said, "Dubya, you total dope. Admit it, you came a cropper on the WMD hunt."

It was as ridiculous as Don Rumsfeld saying that "We know where [Saddam's imagined WMD] are. They're in the area around Tikrit and Baghdad and east, west, south, and north somewhat".

East, west, south, and north somewhat. Yeah, that sure helps narrow the search. Were any cardinal directions left out? Are the WMD also perhaps in addition to being east, west, south and north somewhat, also up and down somewhat? Let's not be presumptuous about an X-Y plane here.

Oh, I certainly do recall that.

As well as I recall the minutes of the meeting between Ambassador April Glaspie (reporting directly to Jim Baker) and Saddam Hussein, before the invasion of Kuwait by Iraq.

Saddam complained pretty forthrightly that his country had bloodily borne the brunt of huge assaults by the mullahs' fanatic Iranian regime. With Iraq acting to protect not only themselves but also the spoiled silken petromonarchies of Kuwait and Saudi Arabia.

And the Kuwaitis in particular had, while shedding no blood themselves to fend of the Ayatollah Khomeini's lunatic hordes, proceeded to "slant drill" beneath the common border of Kuwait and Iraq into Iraqi oil reservoirs.

Did Glaspie, er, pour oil on troubled waters? Did she at least slightly commiserate with Saddam's complaints? Not a bit of it!

She instead said in the most neutral wording imaginable that "we [the USA] have no opinion on your Arab-Arab conflicts" such as the dispute with the Kuwaitis.

Seriously. Who at that stage of history would have taken SH for anything other than a bloodsoaked Hobbesian thug who had risen by force and who intended to continue to use force? Who in their right mind would expect that he would view such verbiage as anything other than a green light for continued regional war?

And Glaspie's wording to Saddam was very precise, and very deliberate, and the same wording used in every situation where the US was commenting on an inter-Arab border dispute. And - of course - never was, and could never be, interpreted as a green light of any sort for anything in particular.

Not that there was any possiblity of confusion on Saddam's part, as he was very angry over the high-profile US-UAE air exercises which were put on precisely to signal US resolve in reaction to Iraq's crude saber rattling against Kuwait. If I recall correctly, this was in fact one of or the main reasons he summoned Glaspie in the first place.

Nor was it conceivable Saddam could believe that the invasion and annexation of Kuwait would be OK with the US. He was way out of his depth when it came to brutalizing outside his borders. But he had just witnessed the US essentially going to war with Iran to protect Kuwait from Tehran's horizontal escalation aimed at Iraq's war financiers. Even the Carter Doctrineleft nobody in any doubt whatsoever about how the US viewed the security of the Gulf oil states.

Saddam of course knew invading Kuwait meant confrontation and possibly war withthe US. He just believed he could win that confrontation, or even hunker down and outlast us if it came to war.

Even Peter Galbraith never believed a word of the "green light" fantasy as he offered it up for Dem Senators to beclown themselves in the fall of 1990.

But I give up.

If I had been in Saddam's shoes during the 1980s, and if the weak tea of the US response to the "Tanker War" had been evident to me -- including having my own forces mistakenly lethally rocket an American frigate without a muscular response -- I too would have concluded that the US was a cowardly paper tiger and that America would shrink from involving itself in intra-Gulf disputes.

Let it be posited that "essentially going to war" is not "going to war".

And that those who are going to be deterred only by the prospect of America "going to war" are not going to be deterred by the prospect of America "essentially going to war".

Saddam miscalculated on that. The USA provided Saddam with _ample_ grounds for said miscalculation.

So while 99% of the blame falls squarely on the shoulders of Bush father and son, at least there is some small responsibility that falls to the man who invaded two different neighboring states, used weapons of mass destruction on his neighbors both foreign and domestic and engaged in genocidal slaughter oppressive surveillance and horrific torture as routine methods of governance.

Yep.

This is right up there with the "Mission Accomplished" campaign used to bludgeon Bush. The Administration never said the war was over in the early Shock-And-Awe phase. There was an acknowledgement that the first phase of one of many missions - perhaps the most important phase - was over and that this was a morale boost for the Armed Forces for a job well done. Yes, Bush as CIC would benefit, but it was to publicly celebrate the Armed Forces and not to make the political statement that, "Hey, the War is over and everything is a party in Iraq now."

Bush et al. knew it was going to be a long, hard slog to finish the job and that combating the terrorists and filling the political void in Iraq was going to take time. But the NYeT and its propagandists made it seem like Bush was claiming victory without knowing the war wasn't over.

Communists always know about "Repeating the lie long enough to make it true." Good post, Gabe, to start nipping this mendacious rewrite of history in the bud. There will be more rewrites so we the contemporaneous will need to be vigilant.

Of course, the Israelis find out about it in no time, and promptly turn the place into a smoking hole in the ground. Where the equipment came from, who set it up, oh, none of that is talked about, least of all by the New York Fucking Times.

Oh, and don't forget the stockpile of weapons grade uranium that was found towards the end of the war. It was shipped off to Canada to be reprocessed into nuclear fuel. Oh, but I'm sure Saddam was just going to use that for paper weights or something, right?

On top of Iraq's treaty violations from the first Iraq war, there was plenty of justification for going in there. We did. We won. End of story.

It was incumbent on Hussein to prove he had gotten rid of these weapons and he didn't. Plus he was shooting at our planes patrolling the no fly zones etc. The media and Obama have made this all about "we didn't find WMDs." I've never understood why Bush and his team did not gently explain to those short of attention span and memory, that it was not our responsibility to find those weapons.

Imagine the number of flights that plane has taken since the weekend. Let's just say at least two a day, so since Monday, it has probably been on at least six flights. Not to mention the plane she flew to Cleveland on last Friday, lets say that one has had at least ten flights.

ANYONE who comes into direct or indirect contact with an Ebola patient should be prohibited from contact with groups of people. The hospitals that treat this disease are going to have to provide some kind of housing for these health care workers.

Are the Doctors without Borders and other aid workers in Liberia running all over the country after their shifts? No.......

May I add (this is from memory, as I lived through it, too) that financing international terrorism was also a stated general cause for war. While Bush harped on this, his approval rating was 90%.
At this time, Saddam Hussein qualified himself as a target by paying $30,000 to families of suicide bombers in Israel and bragging most publicly that he was doing so.

371 First off.....I read the Colin Powell UN speech. I was "there" listening to the debates of 2003 to invade Iraq or not. PLEASE stop the lies.....the Bush administration was drumming up support to invade. They pushed their agenda along claiming that Saddam had WMD's and the programs were active. He was not on the verge of making them....especially his nuclear program. That he was in bed with the terrorists and that he would aide them. None of this was true. Also let me remind the world that active WMD's were not found. The Bush administration was adamant about there existance. None of this was true. And when confronted by the fact no WMD's were found he stated that the intelligence was faulty. The chemical weapons dug up were there from 1991 and were used on Iran and Kurds by the Saddam regime. Is this why US and Bush people didnt want this discovery made public due to the fact that we assisted Saddam in making them. Anyways...the Iraq war from a geopolitical point was not necessary, was wasteful, and damaged the US around the world when we had much support after 9/11. Do not let neo-conservatives tell you Bush was right. He was not and history will continue to show that he was poor president.

UNSCR 687 (1991) mandated Iraq to declare and destroy all proscribed weapons, including as-of-Gulf-War weapons,
under international supervision and permanently eliminate its WMD programs:

(a) All
chemical and biological weapons and all stocks of agents and all related
subsystems and components and all research, development, support and
manufacturing facilities;
(b) All ballistic missiles with a range greater
than 150 kilometres and related major parts, and repair and production
facilities;

9. Decides, for the implementation of paragraph 8 above,
the following:
(a) Iraq shall submit to the Secretary-General, within
fifteen days of the adoption of the present resolution, a declaration of the
locations, amounts and types of all items specified in paragraph 8 and agree to
urgent, on-site inspection as specified below;

shall unconditionally undertake not to use, develop, construct or acquire any of
