Ebola: Family Originally Asked to Remain In Their Apartment Left It, And Were Then Hit With a Legal Quarantine Order with Criminal Consequences

I understand why the family did not want to remain in the apartment. I keep hitting the point that when it comes to infectious diseases, human nature becomes the unwitting co-conspirator with the virus.

People keep doing things to help spread the virus -- they don't want to remain in quarantine. They don't want to come clean with Visa officers about their contact with the disease.

And they will keep doing so. They always have. That's how these things spread.

Which is why the State, alas, must act coercively, and tell them: No, we're not asking you to remain in your home. We are legally compelling you to do so.

Why this was not done sooner in Dallas I don't know. I don't know who has jurisdiction here -- the feds, or the state authorities, or both.

I would ignore the Daily Mail's use of the term "break out" here, as in "the family broke out of the apartment." I don't know what "break out" means. I suppose it's a hyped-up way to say "left."

But still, the people who have been most exposed to the American ebola outbreak did leave their homes, and that is extremely dangerous.

The exposed relatives of the contagious patient tried to break out of their apartment where the sweat-soaked, contaminated bedsheets and towels still lie.

The patient's quarantined girlfriend Louise told CNN on Thursday that she had not been told what to do with the soiled linens used by Mr Duncan when he was ill and had not been given food.
The woman has been legally ordered to stay inside her Dallas apartment with her 13-year-old child and two nephews, who are both in their twenties, as they came in direct contact with Mr Duncan.

The quarantined family members of Ebola sufferer Thomas Eric Duncan had tried to escape their Dallas apartment after being told they had to stay inside because they were at risk, having been around Mr Duncan while he was contagious...
It also appears that Mr Duncan did not mention his close contact with a severe case of Ebola to his partner Louise, with whom he has one child.

School administrators appealed for calm as none of the children have shown symptoms and are being monitored at home, where they will likely remain for three weeks.

The good news is, for now, by some miracle, the other exposed people in this family are not yet showing ebola symptoms (at least according to the woman of the house, who is a nurse's aid (or something) and is checking temperatures "hourly.")

So that's something (maybe).

Meanwhile, the CDC and Texas health officials and Dallas government officials are "clamming up" per The Hill, and, in my opinion, getting testy.

Health officials are refusing to answer growing questions about their response to the first Ebola case in the United States.
Under intense questioning from reporters, officials with the Centers for Disease Control and Prevention (CDC), the Texas health department and the City of Dallas repeatedly declined Thursday to provide details about the steps being taken to prevent an outbreak....
Neither would Lakey explain why the quarantine order was necessary, saying only that it brings "confidence" that key medical monitoring will take place...

Well, per the above article, the Daily Mail at least is claiming the quarantine order was needed because the family wasn't staying put.

The Hill notes that officials are undermining themselves by being coy about facts:

 But limiting disclosure can undermine agencies' credibility when information spills out on its own.   
Neither Texas nor the CDC has confirmed Duncan's identity or his flight path through Brussels and Washington, for example.

Okay, so we all know that Duncan travelled through Brussels and Dulles (Virginia), right?

Presumably officials know if the Daily Mail is right -- if a legal quarantine was secured because the family would not obey a mere advisory to stay put.

So why are officials not saying so?

My theory is that they don't want to "create a panic."

And I will say for the hundredth time that being cagey about the truth feeds panic.

People aren't this dumb. When you're withholding things from them, they know you're withholding things from them -- and they wonder why.

And how do you expect them to then take you at your word when you try to reassure them?

Reporters got snippy with health and government officials in Dallas:

The event became increasingly confrontational.
...

"It is, at best, disorganized out there and we have some members of the press that are creating a bit more of that," he said. "We need everybody to be professional."

Why Are They Still In the Apartment At All? I was trying to figure out why they left.

Here's a plausible reason.

The girlfriend there says that officials haven't told her what to do to clean the apartment, or how to dispose of the sweat-soaked sheets.

He vomited in the apartment. So the apartment is a hot zone.

Now, this family may not be infected yet, but we're keeping them in a place where the chances of infection are Very High.

So of course they'd want to get out of there.

Why are we keeping them there, as opposed to moving them to a quarantine facility where they don't have to worry about ebola on the floor or on the sheets?

This apartment seems to me to be the exact environment where you can catch ebola pretty easily -- so why expect them to stay put?

It makes sense to keep low-chance-of-infection people in their own homes -- but not people with a high chance of infection. And not in homes that are themselves likely swimming with ebola virus!

I don't know, it just seems like we're doing All the Wrong Things here.

Update: For just these very-serious-chance-of-infection folks, to get them out of this very-likely-filled-with-ebola apartment, why don't we just move them, temporarily, to a mobile home kinda out in the desert?

A commenter suggests that. It seems to make sense to me.

Frankly, this family must be pretty scared of catching ebola just from their apartment -- and that's not irrational.

The media is being told not to talk to anyone at the apartment complex, but a local news station showed a random mexican yard crew cleaning the vomit sidewalk without so much as a mask.

The EMTs were NOT told that they had been exposed. One came out today saying he drove the Ebola Ambulance after Duncan, and NO ONE contacted him to tell him he may have been exposed. He had to call the CDC himself and is demanding to be tested. Worse, he says the subsequent patients were not told either.

Another elementary has students who were exposed, this time in Richardson.

Just like everyone else I'm watching this closely. If no one in his family come down with this disease then I'm really going to start getting suspicious that this was contrived. I believe the original acoustic modems were 300 baud. The 1200 baud units were a dramatic improvement. I think it was well into the 90s before they had 14.4.

There's a huge problem with this and I can already sense that the media will try to lay blame on the state of Texas for something that should not have been part of their particular job description.

The clean up.

That is all on the Feds.

That is their responsibility and here is why--

for very good and obvious reasons--not everyone gets to "play" or experiment with Ebola.

Ebola is a controlled "substance" for lack of a better term and it is controlled by the Fed.

The CDC has it in their labs, Fort Detrick and maybe some other military facilities--and

NIH.

Also Scripps Lab in San Diego and the other university labs that are funded --most often by NIH to do research on ebola because it has always had the potential to be used in biological warfare.

I think even some of the funding for Zmapp was made available through the US Army research funding.

So those are the people that are most familiar with Ebola, best able to handle it--and more importantly best equipped to handle clean up.

The plan of action for doing exactly that should have happened months ago.

The West African outbreak has been raging for months.

There's absolutely no excuse for this and the responsibility lies squarely on the CDC.

They had only one patient to clean up after or to make sure that was accomplished, they had months to consider that possibility and they have --

failed, miserably.

To add insult to injury during the telephone press conference they sat back and let the low guys on the totem pole, the agency that has the least familiarity and duty to be handling ebola --

The Dallas Health Department to take the wrap for this.

It is an abject failure.

If I remember correctly, the 1200 baud modem employs four levels of phase shift coupled with four levels of amplitude change to create 16 possible bits for each complete wave cycle.

I think later improvements in speed were created by further dividing the shifts and amplitude levels to create even more bits per wave, along with some testing and optimizing of the phone circuit prior to sending the data.

Think the word on that hasn't gotten out to the Liberians living in the U.S. already (and wanting to bring in more of their poor and sick relatives)?

This Ebola guy supposedly had a tourist visa for a two-week trip to visit family in the U.S. Yet he reportedly quit his job in Liberia before getting on the plane. Anybody think he was really only coming here for two weeks? If so, I have some lovely oceanfront property in Arizona I'd like to sell you . . . (and it's a fantastic bargain!).

Also, any guess as to who will end up paying for all the expensive medical treatment this newly-unemployed Liberian "tourist" is going to be receiving in the U.S.? True, but we also have ebola in the Texas Biomed Lab here in San Antonio. It's the only privately owned BSL-4 lab in the country. You're right that CDC and WHO have designated it a controlled substance, and I don't think the research labs are equipped to do the cleanups, but I could be wrong about that. I would think that's a CDC function.

During the last round of military base closures under BRAC, I was noting certain facilities out in the middle of nowhere that had ample on-base housing for enlisted families due to a shortage of other places to live locally.

I figured, gee, might be an idea to seal and mothball this housing in usable condition, have an onsite retired dot-mil caretaker go in every few months to run the pipes. Just in case you might ever, y'know, _need_ a place in the middle of nowhere, already ready to go, where you could safely stow a few thousand people well away from everyone else.

I haven't talked to them about any of this, but my suspicion is the situation is fluid enough that they can't give much in the way of straight answers, as much as they might want to. Plus they don't usually have this kind of scrutiny to begin with. They're likely scrambling to do the work and not all of the information could possibly be available yet.

Its why I said they've probably *identified and contacted* 100 people so far. There's going to be more, nameless and faceless. But 100 is pretty good, gotta say.

I was thinking that they would use a heavy concentration of bleach. My understanding is that they had difficulty getting anyone willing to clean it up, and if this is true that would imply that whoever took the job had at least a basic understanding of what sort of hazard it is. The actual danger areas are, relative to both the population distribution and the actual land surface area are VERY small and well known, studied for years for TB, measles, and etc. disease transmission. As far as any competent (and sane) health official is concerned, they are already infected. Effective disease control works off the premise that 'you're guilty'... not 'you're innocent'.

As to moving them... okay, let's do that. What does that translate into? (A) A controlled environment transport vehicle; (B) personnel (medical & guard*-types) in Level A suits; and, last but not least (C) a destination appropriate for isolation and maintenance.
(BTW, don't forget a properly briefed staff and support for the isolation facility)

That's the 'high-end' solution.

And now the fun part... having the press on hand to document (A) & (B) as it goes down... then camp outside (C).

(*And yes... the security on hand have total authority to 'shoot to kill' anybody attempting to flee transport and isolation, if necessary.)

No, it probably isn't, unless there are living viri present in the environment. And then it would be limited to the surface contact and immediate atmosphere.

It probably was when he puked his nasty self up, assuming he had the virus in his precious bodily fluids, which he probably did.

But most of them would have died within seconds. The problem is some small percent might be able to survive for up to 48 hours or so, at least in an indoor environment. With UV exposure, temp issues, toxic to viri contact surfaces (e.g. concrete -viruses hate it), and etc. it is almost certainly no longer a dangerous environment.

He didn't hire Schmidt for his campaign. He hired the best law firms to defend against that BS lawfare. Obviously the best law firms will have some nasty snakes, Schmidt being among them.

It's not like Perry personally sought that dude out, and yeah, he is a snake, but I think snakes have their purposes. Perry shouldn't fight the lawfare with one hand behind his back, or practice the "comity" method that some Republicans mistakenly show. He needs to fight fire with fire in this case.
