Ebola: Family Originally Asked to Remain In Their Apartment Left It, And Were Then Hit With a Legal Quarantine Order with Criminal Consequences

I understand why the family did not want to remain in the apartment. I keep hitting the point that when it comes to infectious diseases, human nature becomes the unwitting co-conspirator with the virus.

People keep doing things to help spread the virus -- they don't want to remain in quarantine. They don't want to come clean with Visa officers about their contact with the disease.

And they will keep doing so. They always have. That's how these things spread.

Which is why the State, alas, must act coercively, and tell them: No, we're not asking you to remain in your home. We are legally compelling you to do so.

Why this was not done sooner in Dallas I don't know. I don't know who has jurisdiction here -- the feds, or the state authorities, or both.

I would ignore the Daily Mail's use of the term "break out" here, as in "the family broke out of the apartment." I don't know what "break out" means. I suppose it's a hyped-up way to say "left."

But still, the people who have been most exposed to the American ebola outbreak did leave their homes, and that is extremely dangerous.

The exposed relatives of the contagious patient tried to break out of their apartment where the sweat-soaked, contaminated bedsheets and towels still lie.

...

The patient's quarantined girlfriend Louise told CNN on Thursday that she had not been told what to do with the soiled linens used by Mr Duncan when he was ill and had not been given food.

The woman has been legally ordered to stay inside her Dallas apartment with her 13-year-old child and two nephews, who are both in their twenties, as they came in direct contact with Mr Duncan.

...

The quarantined family members of Ebola sufferer Thomas Eric Duncan had tried to escape their Dallas apartment after being told they had to stay inside because they were at risk, having been around Mr Duncan while he was contagious...

It also appears that Mr Duncan did not mention his close contact with a severe case of Ebola to his partner Louise, with whom he has one child.

...

School administrators appealed for calm as none of the children have shown symptoms and are being monitored at home, where they will likely remain for three weeks.

The good news is, for now, by some miracle, the other exposed people in this family are not yet showing ebola symptoms (at least according to the woman of the house, who is a nurse's aid (or something) and is checking temperatures "hourly.")

So that's something (maybe).

Meanwhile, the CDC and Texas health officials and Dallas government officials are "clamming up" per The Hill, and, in my opinion, getting testy.

Health officials are refusing to answer growing questions about their response to the first Ebola case in the United States.

Under intense questioning from reporters, officials with the Centers for Disease Control and Prevention (CDC), the Texas health department and the City of Dallas repeatedly declined Thursday to provide details about the steps being taken to prevent an outbreak....

Neither would Lakey explain why the quarantine order was necessary, saying only that it brings "confidence" that key medical monitoring will take place...

Well, per the above article, the Daily Mail at least is claiming the quarantine order was needed because the family wasn't staying put.

The Hill notes that officials are undermining themselves by being coy about facts:

But limiting disclosure can undermine agencies' credibility when information spills out on its own.

Neither Texas nor the CDC has confirmed Duncan's identity or his flight path through Brussels and Washington, for example.

Okay, so we all know that Duncan travelled through Brussels and Dulles (Virginia), right?

Presumably officials know if the Daily Mail is right -- if a legal quarantine was secured because the family would not obey a mere advisory to stay put.

So why are officials not saying so?

My theory is that they don't want to "create a panic."

And I will say for the hundredth time that being cagey about the truth feeds panic.

People aren't this dumb. When you're withholding things from them, they know you're withholding things from them -- and they wonder why.

And how do you expect them to then take you at your word when you try to reassure them?

Reporters got snippy with health and government officials in Dallas:

The event became increasingly confrontational.

...

"It is, at best, disorganized out there and we have some members of the press that are creating a bit more of that," he said. "We need everybody to be professional."

Rick Perry needs to bigfoot all this nonsense and take over control of this whole operation, personally.

Why Are They Still In the Apartment At All? I was trying to figure out why they left.

Here's a plausible reason.

The girlfriend there says that officials haven't told her what to do to clean the apartment, or how to dispose of the sweat-soaked sheets.

He vomited in the apartment. So the apartment is a hot zone.

Now, this family may not be infected yet, but we're keeping them in a place where the chances of infection are Very High.

So of course they'd want to get out of there.

Why are we keeping them there, as opposed to moving them to a quarantine facility where they don't have to worry about ebola on the floor or on the sheets?

This apartment seems to me to be the exact environment where you can catch ebola pretty easily -- so why expect them to stay put?

It makes sense to keep low-chance-of-infection people in their own homes -- but not people with a high chance of infection. And not in homes that are themselves likely swimming with ebola virus!

I don't know, it just seems like we're doing All the Wrong Things here.

Update: For just these very-serious-chance-of-infection folks, to get them out of this very-likely-filled-with-ebola apartment, why don't we just move them, temporarily, to a mobile home kinda out in the desert?

A commenter suggests that. It seems to make sense to me.

Frankly, this family must be pretty scared of catching ebola just from their apartment -- and that's not irrational.

23 It's so much worse than just that.

They left. Who knows where they went, but they're apparently back now.

The media is being told not to talk to anyone at the apartment complex, but a local news station showed a random mexican yard crew cleaning the vomit sidewalk without so much as a mask.

The EMTs were NOT told that they had been exposed. One came out today saying he drove the Ebola Ambulance after Duncan, and NO ONE contacted him to tell him he may have been exposed. He had to call the CDC himself and is demanding to be tested. Worse, he says the subsequent patients were not told either.

Another elementary has students who were exposed, this time in Richardson.

Oh, and Dallas is having a storm.

Just like everyone else I'm watching this closely. If no one in his family come down with this disease then I'm really going to start getting suspicious that this was contrived. There really wasn't any ebola to begin with. The regime (and I'm sure the MFM) want to create as many diversions as possible before this election.

**************

There's a huge problem with this and I can already sense that the media will try to lay blame on the state of Texas for something that should not have been part of their particular job description.

The clean up.

That is all on the Feds.

That is their responsibility and here is why--

for very good and obvious reasons--not everyone gets to "play" or experiment with Ebola.

Ebola is a controlled "substance" for lack of a better term and it is controlled by the Fed.

The CDC has it in their labs, Fort Detrick and maybe some other military facilities--and

NIH.

Also Scripps Lab in San Diego and the other university labs that are funded --most often by NIH to do research on ebola because it has always had the potential to be used in biological warfare.

I think even some of the funding for Zmapp was made available through the US Army research funding.

So those are the people that are most familiar with Ebola, best able to handle it--and more importantly best equipped to handle clean up.

The plan of action for doing exactly that should have happened months ago.

The West African outbreak has been raging for months.

There's absolutely no excuse for this and the responsibility lies squarely on the CDC.

They had only one patient to clean up after or to make sure that was accomplished, they had months to consider that possibility and they have --

failed, miserably.

To add insult to injury during the telephone press conference they sat back and let the low guys on the totem pole, the agency that has the least familiarity and duty to be handling ebola --

The Dallas Health Department to take the wrap for this.

It is an abject failure.

96 I just can't understand how the CDC doesn't have clean up crews and isolation wards ready to go. Weren't they telling us things were so much better over? The exposed family might as well be in an African hut.

105 Yeah, they didn't start phase shift keying and all that other mathematical stuff that gives me gas thinking about it until the early 90s iirc. Since everything was geared off of the signal changing, and you could only have twice the number of signal changes as the bandwidth available (and pretty much everything over copper way back then was around 2700Hz in the center of normal human hearing), you couldn't go higher than 5400 baud. Each signal change started representing more than one bit which is when 9600bps (yet still 2400baud) modems were the rage.

Fuck, oops. Memory fart.

106 Every news report I've seen says that people should stay calm, because nobody exposed to this Liberian Ebola carrier "is showing symptoms."

Since we know it can take weeks before one "shows symptoms" after an exposure to the Ebola virus, the fact that the people currently being watched are not "showing symptoms" means nothing.

In 2-3 weeks from now if they're still not showing symptoms, then we can probably relax, but saying they have no symptoms now so we don't need to worry makes no sense at all.

If I remember correctly, the 1200 baud modem employs four levels of phase shift coupled with four levels of amplitude change to create 16 possible bits for each complete wave cycle.

I think later improvements in speed were created by further dividing the shifts and amplitude levels to create even more bits per wave, along with some testing and optimizing of the phone circuit prior to sending the data.

There was a story linked on Drudge the other day about how the Obama administration is officially not deporting any illegal aliens back to Liberia now. Think the word on that hasn't gotten out to the Liberians living in the U.S. already (and wanting to bring in more of their poor and sick relatives)?

This Ebola guy supposedly had a tourist visa for a two-week trip to visit family in the U.S. Yet he reportedly quit his job in Liberia before getting on the plane. Anybody think he was really only coming here for two weeks? If so, I have some lovely oceanfront property in Arizona I'd like to sell you . . . (and it's a fantastic bargain!).

Also, any guess as to who will end up paying for all the expensive medical treatment this newly-unemployed Liberian "tourist" is going to be receiving in the U.S.? That's right, baby, the same taxpayers already paying to treat all the scabies and TB-infected illegals swarming across our southern border.

185 I have not read the preceding comments but um wow.

Any of the various authorities when the second patient tested positive for Ebola should have bundled everyone within say 300 ft of the suspect apartment, rented for 60 days a nice hotel on the outskirts, empty hotel, and put all the residents there along with professional medical personnel - an alleged nurse's aide is not enough. Along with tight security.

Then have the CDC go in wearing space suits to sterilized everything not needed for study.

But I bet someone screamed 'we gonna panic people!' and everyone blinked, fearful of not being re-elected.

Maybe i'm a pessimist, but I take it as a given that they have long since been infected. Given what we've heard so far, how can they not be?

They need to be quarantined in a secure area and not permitted to come and go as they please. It wouldn't be unreasonable to do it with anyone and everyone with whom they have come into contact. (Separate lodgings for each, of course.)

1. Obama is a politician not a doctor so what could he have done.
2. When George Bush sent the slave back to Liberia he gave them Ebola laced blankets.
3. The bridge from the country of Africa to Liberia was NOT blown up by the Jews and that allows Ebola to drive their Toyota trucks to the rest of the world. GD JEWS!
4. White people made Ebola. Obama is black.
5. Monkeys are actually white people and damn those red butts look good, too good.
6. While Bush may get high marks for increasing AIDS infections in the country of Africa, he made Ebola to replace it because Bush hates black people.
7. The people in contact with the Bush agent in Dallas are black. Again Bush hates black people.
8. United Airlines is run by white people. United airlines brought the Bush agent to America. Obama likes black people and would stop Ebola infected people from coming to America.

During the last round of military base closures under BRAC, I was noting certain facilities out in the middle of nowhere that had ample on-base housing for enlisted families due to a shortage of other places to live locally.

I figured, gee, might be an idea to seal and mothball this housing in usable condition, have an onsite retired dot-mil caretaker go in every few months to run the pipes. Just in case you might ever, y'know, _need_ a place in the middle of nowhere, already ready to go, where you could safely stow a few thousand people well away from everyone else.

Posted by: D-Lamp

The first 14.4 modem I had was a 9,600 'pushed' to 14.4 with software, and yes it sucked but it beat the snot out of 9,600. I was running on all of the BBS's in Atlanta like I-285 and others that limited your time to 15 min if you were just a peon 'visitor' and not a rent paying member. This was in '92/'93 when I built my first hot rod box, it was an Asus MB with an Award BIOS and a DX386-40 with an onboard math co-processor you had to purchase separately and stick in it's own chip box. Diamond Speedstar video with *1* MB of onboard RAM! All to play video games...and hack into Georgia Tech's mainframe where I learned UNIX on the fly.

I would think they would want to:
a] Get them to a facility where there are completely sealed off from infecting others
b] Get that apartment emptied and disinfected
c] Potentially get nearby neighbors (such as people who may have touched a shared handrail/elevator/doorknob to the building's front door) who may have come in contact moved and under observation.
d] Disinfect any shared space mentioned in "c"

Exactly my thinking. They are potential carriers. We cannot leave the odds of an epidemic up to their willingness to sit bored in a room for three weeks.

Give them hazmat suits if necessary, but move them to someplace secure, and make sure they understand that they will be tased and handled like baggage if they refuse to cooperate.

I haven't talked to them about any of this, but my suspicion is the situation is fluid enough that they can't give much in the way of straight answers, as much as they might want to. Its why I said they've probably *identified and contacted* 100 people so far. There's going to be more, nameless and faceless. But 100 is pretty good, gotta say.

451 50% fatal if you are healthy, 90% fatal if not (e.g. typical 3/4/5th world resident).

Probably can't survive > 48 hours out of host, most viri will die in minutes.

Probably can't aerosolize infect > 20 feet away in an area with air circulating.

'Probably' being the best we can factually support at this time.

Know that there is a dearth of science on filoviri infections in the 1st world setting. There are 5 major forms of 'Ebola' + Marburg + another one on the near horizon. Yay.

Response is being run by fuck-wit suits ignorant of science and medicine who can't even define infectious vs. contagious. Assume whatever they are saying in the mass media is either wrong or a lie. Assume whatever they claim to be doing is wrong or a lie. Avoid stupid places and people and you won't win stupid prizes.

This is not a dinosaur killer event. Not that kind of bug and the environment here works against massive spread. Remarkable what basic hygiene and not spitting/pissing/shitting where you eat will do for your health. Don't associate with recently arrived Central Africans and don't rub yourself on people leaking blood from their eyeballs in grief displays.

I would show up with a transport bus in hazmat suits, and I would hand hazmat suits to all the potentially infected. I would tell them that they will put on the suits and get on the bus, or they will be tased/tranquilized and handled like dangerous animals. I would also tell them that if they attempted to run, they might very well be shot. I absolutely would not wrestle with them.

471 Iblis: "So how long does Ebola live outside the body anyway?"

Varies. Estimates are a few days.

It would depend on volume of exudate and concentration of virions in a defined volume. The virus itself is pretty puny as far as genetic structure goes. It's genome is a linear, single stranded RNA, so, enzymatically, it's as vulnerable to biological degradation as possible. Natural RNAses can break it down post haste. That's fortunate.

However, a puddle of mucus/blood/exudate would have intact, infected cells and "loose," encapsulated virus that would survive a bit longer due to the physical nature of a biological mass.

Loose Ebola virus RNA would likely degrade in minutes to hours. In a mass of exudate/tissue, it would be highly variable depending on physical degradation of supporting matrix of tissue.

The country has quite a few closed regional sanitariums from the previous TB days. Those sorts of facilities need to be reopened/set up for both observation units as well as contagious units... just like before.

Most of you are not old enough to remember the 'no spitting' signs (against TB), home quarantines (polio and measles), closed theaters and swimming pools (all of the above) and even arrests for being a public health hazard (mostly TB patients who refused to take their meds/quit spitting/etc.).

See, that's the problem people are having here. It's not a case of the measles, mumps, or something else. It's Ebola. Screw the civil arrest claims. Anyone with common sense doesn't care. You are prattling on like, "We've done a warning, skipped to secret probation, and now you want us to move to double secret probation. Pshah!!! We have steps."

Keeping them in a location that was the hot zone doesn't make sense. If blocks of the city were infected, then yes. But right now we have a few people. They need moved to either a containment facility or simply a trailer in a remote location. You know what happens if they get sick then? They are either in a place that is meant for the situation, a containment facility (you know a place designed for this situation) or they are in a trailer that we can freakin' burn to the ground after shipping them to the hospital.

No give me some sensible reason to keep them in an apartment that is infected and surrounded by other people?

You can take it as a given that anyone would, and THAT is the problem with the idea of just leaving them there. You can't reasonably guard that place against their wishes to leave it.

They will get out and they will make contact with others. The only way to preclude this is to take physical possession of them until a reasonable amount of time has passed with no symptoms.

Doesn't happen. We are talking the 20 dudes in a room scenario, not typical urban shitholes even housing projects.

550 94 -- Ace --

You're right, why are they being held in Ebola Central, and why would you expect them to remain there and chance being infected?

This is entire problem summed up in one sentence.

Ace -- This is not jurisprudence... this is disease control.

As far as any competent (and sane) health official is concerned, they are already infected. Effective disease control works off the premise that 'you're guilty'... not 'you're innocent'.

That's why AIDS was allowed to sweep the planet.

As to moving them... okay, let's do that. What does that translate into? (A) A controlled environment transport vehicle; (B) personnel (medical & guard*-types) in Level A suits; and, last but not least (C) a destination appropriate for isolation and maintenance.
(BTW, don't forget a properly briefed staff and support for the isolation facility)

That's the 'high-end' solution.

And now the fun part... having the press on hand to document (A) & (B) as it goes down... then camp outside (C).

(*And yes... the security on hand have total authority to 'shoot to kill' anybody attempting to flee transport and isolation, if necessary.)

I'll let my fellow morons speculate how all the will look on the 24/7 news shark tank... and what happens from there.

No, it probably isn't, unless there are living viri present in the environment. And then it would be limited to the surface contact and immediate atmosphere.

It probably was when he puked his nasty self up, assuming he had the virus in his precious bodily fluids, which he probably did.

But most of them would have died within seconds. The problem is some small percent might be able to survive for up to 48 hours or so, at least in an indoor environment. With UV exposure, temp issues, toxic to viri contact surfaces (e.g. concrete -viruses hate it), and etc. it is almost certainly no longer a dangerous environment.
