Our Italian landlord told us that Italian property tax law did not allow for taxation on homes which were under construction.
Only on completion would taxes start being levied.

Almost half the homes we would pass driving between Gaeta and Napoli would have an unfinished floor, with rebar sticking out of the tops of the columns.

Tax man show up...point to rebar and claim that it's still not finished.

Been occupied for twenty years on the lower floors....but not yet finished.
