You aren't kidding. She rolls in around 0600, dicks off for three hours, then bills three hours of comp time. Per day.

A few months ago, some important folks noticed all the time she was racking up and asked her boss: "What's she working on in the morning?"

Her boss asked her: "What do you want me to tell them you're working on?" which is the most blatant 'let me cover you' move in history.

She replied: "What? Because I'm black you think I'm abusing the system?"

Her boss was relieved two weeks later. I can't prove those two events are related, but everyone knows they are.
