Wrong City, Wrong Province: No Problem

Hibhib is not Baghdad. Baquba (or Baqouba) , the next-closest large city, is also is not Baghdad. Both are in Diyala Province, more than 30 miles north-northeast of Baghdad.

So how, precisely, is this a Baghdad police station?
