Disaster Plan (Bumped)
According to Fox News, New Orleans has begun a hurricane evacuation drill.

The authorities can't figure out how to evacuate you, and there will be no central shelters to retreat to. Sleep tight, New Orleans.
Last year, as Hurricane Katrina approached, thousands of New Orleans' poor were left behind because they had no transportation, could not afford to leave or did not know where to go. The Louisiana Superdome and the convention center became shelters of last resort where thousands sweltered for days, suffering through shortages of food and water. Mayor Ray Nagin has said there will be no shelters in the city this time.

Here in Mississippi, it's not a question of who is responsible for evacuating the FEMA trailer parks, 30,000+ FEMA trailers and counting. The Mississippi Emergency Management Agency already has plans in place to evacuate those parks, with get this, school buses!
They realize that those who have lost everything, will not have the means to evacuate this time. Many have lost cars, homes, jobs, and loved ones.
Our governor, city officials, and county officials for the past month have been urging all of us along the Mississippi Gulf Coast to start preparing now.
New shelters are being readied to replace those that were damaged during Katrina. Some will allow animals for the first time.
We are getting ready and finalizing plans. Our officials have learned from Katrina. There will be mistakes made with all these new plans. But at least they are in place and ready to be implemented.

The other POS was a corrupt to the bone good old boy. Ray you see is mearly an incompetent -- an affliction that can be overcome with time and effort. Major corruption however is an incurable "core value" with those who practice it.
